Use of Mobility in Government with reference to Smart Cities

The Government’s primary function remains providing Governance to its citizens to enable them a smooth and easy life. Governance includes all basic services like Transport, Public Safety, Health, Food Security for the poor, Education, Revenue collection, Infrastructure. Smart city, means to provide the above services in a manner that it reaches all the citizens in a transparent manner in a mode accessible by almost all the residents.

Thus India with a population of 800 million mobiles and growing and 300 million of internet users provide the most potent device / medium to offer the government services.

Some customization / localization will need to be carried in the mobile applications for government services, so that reaches the maximum number of citizens. Some of the possible functionalities that can be mobilized for the benefit of the citizens and which can use the Flexware Platform are given below:

1. Transport

Any city to be counted as a smart city should have good public transport for the ease of commuting for its citizens. Good public transport does not mean high number of buses, but buses in good condition and available at a regular interval or information about its whereabouts. Thus buses or public transport should be installed with GPS devices. These buses and their movements can be tracked. The movement of such buses can then be broadcasted to all the citizens. Thus any commuter, who wants to know the arrival of a particular bus in a route, in a particular bus stand, real time will be able to access the application and know the arrival of the next bus. Also inside the bus, the commuter will also be able to know real time the time to destination depending on the speed of the bus.

2. Public Safety

The above public transport application can also be turned into a public safety application. Any commuter, especially ladies, can also be tracked by their relative real time about their movement along with the bus and will be able to know the arrival of the person in the destination. The details of the public transport can also be flashed to the relatives for further safety.

The public taxis and autos or any other means of public transport, may also be asked to install GPS devices to provide complete safety to the citizens. CCTV and Surveillance across the major junctions, spots in the city, is another way of monitoring and providing safety to the citizens.

3. Education

The Government runs a lot of programs to induce the BPL children to attend schools. Some of the programs being Midday Meal, Senior Citizen etc. The Midday meal being the most expensive of the government programs, however there are no real time monitoring of attendance of the students, inventory of ingredients, receipt of material from FCI etc. The same can be updated through mobile real time and the MIS can be viewed by the authorities. The above can be deployed on the Flexware platform along with FlexeReport.

4. Health

The Government spends a lot of money on various schemes for the citizens especially those in the BPL category. Schemes such as ICD, Child mortality etc engages the Asha workers to be in constant touch with the patient and collect data to be analyzed by the Program heads. The same data can be collected in the mobile and immediately updated in the server for the program directors and accordingly corrective action can be taken immediately. The same can be used for various government programs for monitoring and managing.

5. Revenue Collection

Revenue collection like property tax, water tax etc can be accelerated by pushing the outstanding details to the citizen and also allowing them to pay the same from the mobile. This will lead to better compliance and enhanced collection with reduced cost, thus improving profitability of local bodies.

6. Infrastructure

Garbage collection can be automated with intelligent VAT’s installed with sensors, which will communicate their location and capacity. Once the VAT is full, the sensor will communicate to the server, accordingly replacement of the VAT can be done.

7. Tickets

Tickets for public monuments can be enabled on the mobile for booking and entry. The same can be scanned from the mobile while entering the park/monument etc.

A lot of other citizen problems can be resolved through intelligent combination of mobile with existing infrastructure and facilitate better living conditions for the citizens.
